Citizens Drops Below 255,000 Policies: What Depopulation Means for an Investor's Insurance

Citizens Property Insurance Corporation reported 254,918 policies in force as of September 25, 2026. At the end of August the figure was 266,231. That is 11,313 policies off the state-backed insurer's book in under a month.

Why a lender is reading an insurance statistic
Citizens exists as the insurer of last resort. When its book shrinks, it is because private carriers are taking policies out of it — the process the statute calls depopulation. A shrinking Citizens is generally read as a sign of private capacity returning to the Florida market.
For an investor that is good news with a catch. More private carriers writing means more quotes and, eventually, more competition on price. It also means the policy you inherit at closing may not be the policy you keep, and a take-out offer from a private carrier is not obliged to match the terms you were quoted.
What to check before you close, not after
- Bind the insurance before the appraisal of your own deal is final. Insurance is the line item most likely to move after a Florida investor has already committed to a purchase price.
- Read the wind and flood treatment separately. They are different policies with different exclusions, and a quote that looks cheap is often a quote that excluded one of them.
- A vacant rehab is not a tenanted rental. Builder's risk and vacancy endorsements are priced differently from a landlord policy, and a carrier that discovers an occupied-rated policy on an empty house mid-rehab is a problem at claim time, not at bind time.
- Price the renewal, not the first year. A twelve-month hold underwritten on a teaser premium is underwritten wrong.
None of this is advice about which carrier to use — that is your agent's job, and a good Florida agent is worth more to an investor than a good rate sheet. The lending point is narrower: insurance is a real and moving cost line in a Florida pro forma, and it belongs in the underwriting before the offer, not in the closing file afterwards.
